Description

MAJOR EDIT: I've updated his design some what, as well as his weapon. I was going to add more, but since I'm so indecisive I've decided against it for now. I'll probably slap on a misc link later down the line.

Personality:
Stoic and imposing, Czar looms over his companions like an iceberg and carries out his orders with the efficiency of a machine. Despite the his reluctance to display emotion, Czar genuinely enjoys the company of others, happily to sit around and shoot the breeze with anyone who comes to him, though oddly enough he doesn't tend to initiate such idle chatter. He shows respect to everyone; referring to his Superiors as "sir" or "your grace" when appropriate, and calling his companions by their full names instead of giving them a nickname or pet name. This courtesy extends to others outside the Rogues, including their rivals in the Organization. He's incredibly loyal to the Rogues for having found him and taking him in, giving him a name, food, shelter and a reason to keep existing.

Attribute: Law
With the power to 「Punish those whom break the Law」 and 「Reward those whom adhere to it」, Czar creates a power gap between his enemies and himself by weighing them down with detriments and playing off his own strengths with his Laws. When initially activating his Attribute, he must announce he is doing so, and he has no control over which Laws are applied. However, he may then gradually change or apply Laws during combat to better suit the strength of himself or his allies. There are only two limitations to his Laws: He cannot create Laws based around “passive” or “instinctive” actions (Such as breathing, flinching, dodging, etc). In addition, he must cause participants to at least be “aware” his Attribute is in effect (Hence why he must announce when he is activating his Attribute). Those affected by his Laws immediately gain knowledge of the consequences of breaking that Law, as well as the Recommended Action to take (Which, more often than not, is the opposite of the Law). When a target has finished breaking a Law or taking a Recommended Action, they receive a Law Card of either the Yellow, Red or Blue variety (Depending on their action and the severity of it). Here are the various ways one may receive a Law Card, as well as some example of his Laws and Privileges/ Detriments:

Law Cards:
Yellow Card: Breaking a Law in combat; causes the target to gain a Detriment. Multiple Yellow Cards stack.
Red Card: KO or killing by Breaking a Law in combat; results in Imprisonment. Imprisoned targets are sent to a sub-dimensional prison that only Czar may access or leave. Czar may release Imprisoned targets at any time to a space adjacent to himself.
Blue Card: Using a Recommended Action in combat; causes the target to gain a Privilege. Multiple Blue Cards stack.

Laws:
Elemental Bias: Select one Element (Such as Fire, Ice, Lightning, etc). Weapons and abilities that use the chosen element are forbidden.
Elemental Outlaw: Weapons and abilities that use any element (Such as Fire, Ice, Lightning, etc) are forbidden.
Elemental Reveration: Non-Elemental Weapons and abilities are forbidden.
Disarmendment: Select one weapon group (Such as Bladed, Piercing, Bludgeoning, etc). Attacks with that weapon group are forbidden.

Czar is also able to create less conventional Laws, such as running, crossing beyond a certain point or attacking someone wearing a certain colour. These Laws may not offer a Recommended Action.

Privileges/ Detriments*:
Empowered: Target receive bonuses to Attack, Defense, and other Stats.
Regenerate: Target regains a medium amount of HP.
Resistance: Target gains immunity to certain Status afflictions.

*A Detriment is the reverse of a Privilege. So instead of becoming Empowered, they become Weakened and take a penalty to Attack, Defense, and other Stats.

Example on Law Cards:
Let us say that Elemental Bias: Lightning is in effect. Nobody A uses Thundara on Nobody B, which deals a fair amount of damage but leaves them standing. Nobody A then receives a Yellow Card for breaking the Law, and has the MP cost of spells raised as a result. Nobody B, being a good civilian, uses an Aero spell, which was the Recommended Action for that Law. They gain a Blue Card and the MP cost of spells reduced as a result. Nobody A, having not learned their lesson, uses Thundara again on Nobody B, which knocks them out. Nobody A then gains a Red Card, and becomes Imprisoned.

Fighting Style:
Czar initiates combat by activating his Attribute, and then going all out to gauge his opponent’s strengths and abilities to figure out which Laws would be the most detrimental to them. If possible he will apply Laws that will benefit him more than his foe, especially when out-numbered. Aside from this, Czar displays near-godly strength and excellent swordsmanship, though his bulk renders him remarkably less agile than a man of shorter stature. Whilst possessing a wide variety of rudimentary magical spells, he prefers to save his MP for his Attribute. He's got poor aim anyway. This restricts him to be entirely dependent on melee combat.

Abilities:
Diplomatic Immunity: Can never receive a Yellow Card or Red Card.
Mercy: When delivering a finishing blow to an enemy with 3 or more Yellow Cards, Czar may Imprison them instead of dealing damage.
Justice: Gains strength whilst in the presence of those with Yellow Cards; looses strength whilst in the presence of those with Blue Cards.
Amend: Changes or adds a Law. Drains a moderate amount of MP. 10 second cooldown.
Repeal: Nullifies Laws. Drains a moderate amount of MP. 10 second cooldown.
Judgement: Deals continuous damage to targets within the area possessing Yellow Cards, heals those possessing Blue Cards. The amount of damage dealt and the amount healed increases with the amount of cards a target has. Removes all cards from those affected by Judgement. Lasts 6 seconds. Drains a Significant amount of MP. 1 minute cooldown.

Backstory:
Not much is known about Czar's past; it can be assumed that he was part of some army or military in the past, if his insights on weaponry and tactics are anything to judge by, but aside from this he is shrouded in mystery. He was found unconscious and naked in The World That Never Was, with no recollection on how he got there or how he became a Nobody. He hopes that by joining the Rogues in their struggles he will be able to find out more of his past, and the circumstances that lead to his rebirth. Until then, he is happy for the company, and for something to do with his greatly accumulating spare time.
